That this is one explanetion of the

authorities is confirmed by a very interesting despatch, of

which I enclose a copy, from the French Consul at Amoy

to the French Minister at Faking. It was shown to me in

confidence by wy French colleague in shameen.

It reports on the formation et Swatow of an

aviation company, whose real object is to facilitate the

transport of opium from the poppy fields of Yurman to

wuchow and sakhoi on the borders of this province, whence

it can be distributed to other places by sans of

subsidiary airplane lines or naval vessels. The principal

promoters of the company are the Generals Fan Shih-sheng

} and Nau Ching-tang {

respectively the northern and eastern military districta in

Kwang tag, and Kr. ei Yuk. The last name: was for a ti

the Aating Commissioner for Foreign Affairs at Canton under

the Tussian regime and was one of Borodin's creatures. I

knew him well. He speaks French perfectly, is a cynical and

amusing person and utterly ucecrupulous. He la at present

in Canton in dormeotion with this scheme. The other

subscribers are stated to be noted traffickers in opium.

6. Although his name is not mentioned, General tong

Shao-hung, the military administrator of Kwangsi, must be

interested in the pro jest if \uchow is to be one of the

air porte concerned, and it will be seen from Mr. Vaughan--

Fowler's memorandum that he has been consulted by the

General on the subject of an air service in that province.

General song's brothers are the holders of the opi um

monopoly for Kwangtung and Kwangsi (see my despatch No. 132
